Ebola!

Ebola is back in Uganda. The current outbreak has killed about 21 people so far. It is supposedly a weaker strain than in the past, but this might cause its own problems. As my Kampala informant Aaron points out, Ebola is not the only outbreak in town.

In other Uganda news, speculation keeps rising that the second-in-command of the Lord's Resistance Army rebel group is dead. LRA spokesmen deny it, but US Assistant Secretary of State Jendayi Frazer is the latest to say he's probably dead. Meanwhile, the International Criminal Court, and Ban Ki-Moon, are still calling for top LRA leaders - including Otti - to be turned in.
