Whose tanks?

Last week Somali pirates released a Ukrainian ship carrying 33 tanks, after what Ukraine's president called "a very difficult operation carried out by the Ukrainian special services", but which seems to have consisted primarily of dropping $3 million onto the ship. Now comes the interesting part, with the ship expected to dock in the Kenyan port of Mombasa this afternoon. The Kenyan government has said the tanks are theirs. But most watchers believe the tanks are intended for South Sudan, which like the northern Sudanese government is rearming as that peace agreement falters. It won't be easy to move these tanks without people noticing, so we'll see what happens.
