Millenium Development Goals unfair for Africa?

William Easterly has a new paper for the Brookings Institution arguing that the UN's Millenium Development Goals for improving development indicators by 2015 are rigged in such away that African countries are bound to fail. The writing's pretty clear and the patches of economic
jargon easy to skip over. He makes a pretty compelling case that it's harder for African countries to show improvement than for other countries. However, he doesn't really attempt to evaluate how good Africa's progress has, in fact, been.
